Convert TIFF to PNG
Lossless to lossless: the fidelity of the scan in a format the whole software world opens without plugins.

TIFF and PNG are both lossless, so nothing is spent moving between them; what changes is reach. TIFFs need capable software, cannot be shown by browsers, and confuse ordinary tools, while PNG opens everywhere pixels are displayed. For scans, artwork and technical imagery whose exactness matters but whose audience uses normal software, PNG is the same fidelity minus the friction. Conversion is local, and usually shrinks the file as a bonus.
Questions
Is PNG truly as faithful as the TIFF?
For standard images, yes, both are lossless. Exotic TIFF variants like 16-bit channels reduce to 8-bit, which for viewing is indistinguishable.
What happens with multi-page TIFFs?
The first page converts; a multi-page scan wanting to stay together should become a PDF instead.
Local?
Fully; the file never leaves your machine.
