File an AVIF where only documents are accepted
The newest image format, wrapped as a plain one-page PDF that any system from any decade will take.
Runs in your browser. Your file never leaves your computer.

An AVIF is about the least filing-friendly image there is: half the systems that want documents cannot even preview it. Wrapping it as a PDF removes every question, since the PDF carries a decoded copy any reader renders. The image embeds at full resolution on a page sized to it or fitted to A4 or Letter. Decode and assembly run in your browser; a bureaucracy-ready file comes out, the compact original stays untouched on your disk.
Questions
Will the PDF show the image at full quality?
Yes, the AVIF is decoded once and embedded at its full resolution. What you saw is what the PDF holds.
Why do systems handle PDF but not AVIF?
PDF readers ship everywhere and have for decades; AVIF decoding arrived only recently and mostly in browsers.
Is this done on my machine?
Entirely. The image and the resulting document stay local.
